The Engineering, Science, and Management War Training (ESMWT) program trained students to participate in defense activities, in order to meet the shortage of engineers, chemists, physicists, and production supervisors during World War II. In 1966, the U.S. Office of Education determined that very little research money was reaching the small and medium sized colleges and universities. The idea of teaching-learning research consortia for these smaller insititutions was advanced and the Wisconsin State University consortium was one of the first ones funded under this plan.
